licensee for collection services "licensee for collection services" means any person holding a licence under the Solid Waste and Public Cleansing Management (Licensing) (Undertaking or Provision of Collection Services for Household Solid Waste, Public Solid Waste, Public Institutional Solid Waste and Solid Waste Similar to Household Solid Waste) Regulations 2011 [P.U. (A) 303/2011] to undertake or provide collection services of household solid waste and solid waste similar to household solid waste for a scheme area or service area, and includes a responsible licensee;
